Although SHR aims to be 100% open and free software, it's not always possible to operate without binary firmwares. Due to being non-free, we can't redistribute them with images, so if you want to use some peripherals which need firmware to be loaded, you need to download it manually.
The firmware we are talking about here is the software that runs on the wifi card,the bluetooth chip etc..(they do not run on the same CPU where SHR runs) of the phone. And that SHR has to load in the respective hardware...
Supported platforms which need non-free firmwares:
If you don't want to use any non-free blobs on your device, be prepared that some functionalities may not be available. You can also be interested in Openmoko Neo Freerunner?, which doesn't need any loadable closed firmware to operate.
